Second. The Charger's hitbox is actually ahead of its visual model when charging, so you have to swing a little earlier than it looks like. It will take some time, trial and error, but it's very doable.
Axe have the most hit-rays and it swings horistontal wich makes it much more predictable than other meleeweaps. It swings from right to left, this is why the "easy" side to hit from is lefthandside
edit; no need to go into vs. just practice it till you get it. its one of those things you want not only for the cheevo, but more so because its a great move to perform ingame
Much easier option is do it in versus.
All (player)SI take % based damage from melee. Head shot is 100% but not many people can hit the head easily.
Big arm and body takes 75% damage so the best way to lvl a charger is take off 25+% of it health(1 good shotgun blast should do), then wait for it to charge, you can step to the left and swing at the arm when it goes past, or if you're feeling confident you can run straight at it and swing.

could install mods for vs and play vs bots, but if mods is the route then theres better options
I tried various ways to obtain this while playing campaign. Using the chainsaw, chipping the AI charger's health before levelling, firing up rayman mutation and enlisting the help of friends etc. to no avail. One year later after I began playing versus, I got the achievement in a match with a fire axe when I least one expect to. Just use the fire axe a lot and aim to melee kill the charger.
Dodge it's first charge, and chip it till it's near about half health (usually 5 m16 bullets should be enough though), wait for it to charge a second time and then side-step, and kill it with a melee swing.
Levelling a charge doesn't require it to be a full-on level, it can be a chip-level as well (levelling a damaged charger)
Shoot him a bit to make his health low, below 200 HP for example. Your friend should charge in a predictable line, so you can position yourself near that line. When he runs near you, swing with melee and kill him. If you miss, let him charge again and try again.
It needs a bit of practicing to melee him, but it's actually not that hard once you understand how to do it. Hope this helps.
