Can you shove Jockey while he's at mid-air, trying his lunge attack?

So far, I haven't sucessfully shove him while Jockey's trying to grab my head in campaign.

I'm blaming my 90~100-ish ping, but even when I'm playing Last Man on Earth with local connection setting, I still can't figure out how to deal with him.

You can. With stock lerp the timming is very early like before the jockey has even jumped. Just try to time the M2 right before hes at that jumping distance and aim high.

Its the same case with dead stopping a Hunter, same strategy, different infected. There was even an achievement for dead stopping a Hunter in L4D1.

Deadstopping a jockey is inconsistent, you have to shove a while before he even starts his leap, even earlier if your ping is high, and it's possible you successfully deastop him mid-air, but him being mid-air cancels his stumble animation resulting in him latching onto you anyway.

The safest way to handle a jockey is to backpeddle like hell and shove/shoot that little terror.
