To put it simply: Those are configurations for a more balanced versus experience, usually referred to as competitive versus.
There's a lot of changes to the gameplay, such as removing grenades, Tier 2 weapons, a tank and witch spawn on every map, a new scoring system that factors HP, and a lot more.
Each config is different, for example in confogl you'll have 4 medkits per map, but in zonemod medkits are removed completely and every survivor has a set of pills instead.
This is because skilled players keep pushing the boundaries, and what once was a balanced config soon becomes unbalanced because of the skill improvements, so new configs are made to adapt to those higher levels of experience.
Generally, these configs are limited to the known competitive servers, like Error, SirPlease, etc...

A Steam Guide will be made public for its release to help server administrators opt out of ladders they don't want in addition to players seeing the new possibilities. It is a slow process, because ladder cloning is slow and I'm OCD.
