How to use cheats on last man on earth mutation?

Now before yall get triggered saying "GET GUD DON'T CHEAT LOL NO SKILL!1!11" I'm actually going to use it to set background zombies and common zombies to high levels, and set panics to never end, and force a panic to be on, so that it's extremely hard. I want the challenge. So how do I do this? When I type sv_cheats 1 it says something about making a listen server with (map_mapname) aka whatever map I want, but I don't know how to select a custom mutation through the console. Any ideas?

If you just go to one of their servers it will always load on Dark Carnival so you can open a campaign lobby. For the server select steam group server and pick one in your region.

In the server in the chat type !match go to menu 7 then option 1

This will load zone x
!players # - will change the number of players
!common # - will change the amount of common
!gamemode (hunters, cappers, tankrush, or gauntlet) - default is gauntlet which will throw a mix of all the SI at you at very quick intervals, cappers is only jockey smoker hunter charger, hunters is self explanatory and tankrush is stupid)

This is T1 weapons only with all the modifications of the competitive config ZoneMod except in this you get no starting health and the only way you regain health is by killing a certain amount of common, skeeting/meleeskeeting hunters, cutting tongues, popping boomers, and killing tanks.
