i reinstalled l4d2 with the hope that it would fix it all i got was no addons and no way to get them back because this bug back to old l4d2 :(

I fixed this by going into my Steam/userdata/L4D2#/ugc (L4D2# is just the number associated with the L4D2 folder) and deleting all of the files associated with the failing mods from "referenced", "download", and "temp". After that I started Left 4 Dead 2 and everything downloaded perfectly and runs fine. This might just be a fix for me but I figured I would put this up since it took me forever to figure out and no one seemed to have a valid working solution.

Thank you, I deleted my steam userdata and reaquired it, along with unsubscribing and resubscribing to my csgo workshop maps and they all work now. :-)

This was caused by my hard drive not having enough space to download the mods
