It's easy to get $10 from finding it from some goon. You can recall it in an open area for $10 of in-game currency.
Go to the TAB menu and go to vehicles and highlight the Phoenix. If you have $10 there will be a button to call it in.
I made it to the town where you meet John Marshall, i parked my car outside that trade town he's in and went in the town. Did the mission where you clear the sewer of mutants and slime for them to get power back... go outside and once again my car was missing.
Honestly, no wonder this game has such mixed reviews. How on earth do you spend hundreds of thousands developing a game, hundreds of hours of testing, and nobody thought it was an annoyance to make your car disappear every time you go into a town? wtf? I haven't gotten a single tutorial on what i should be doing so my car doesn't vanish. Even when you're doing a main quest mission, your car vanishes. How silly and annoying of a design choice.
It doesn't disappear, it just auto sets your vehicle farther away then it should, this has been my experience each time i reload the game again, The vehicle is where I left it but it spawns me a good distance away from it.
