Solid 60 FPS even with high action/explosions on screen AND this time I have Vsync on so its a solid 60 FPS without miserable screen tearing.
Sad thing is that this game just isnt very good. The tone is weird, the world is empty, the story is short but the combat is great.
So insanely bad optimized
Your best bet is to either reduce the resolution or use more aggressive upscaling. You could also reduce the shadow and lighting quality. Level of detail settings as well may reduce cpu draw calls. I cant really remember what settings are in this game but the idea is to reduce cpu overhead, which is causing a bottleneck. You could also use a utility like msi afterburner or something to check gpu utilization while playing. If that's below 95% or so most of the time, you know you are cpu limited. Also, make sure you set your not using a power save setting in windows or something, you want your cpu fully powered.
That's my opinion, best luck.
