Poor performance, whats the issue
My System:

AMD Ryzen 5 1600
Rx 580 4 GB
16 GB DDR4 Ram
SSD Hard drive

FPS dips down into the 40s even on low

Anyone has any tips to get this running at a solid 60?

wierd, youre well over minimum specs. Im 8700k, gtx1080ti, 16gig, ssd, and its smooth as butter. Any other games have problems? It might be an AMD issue?

Nope, this is the only game that has issues, everything else runs great. Borderlands 3, Metro Exodus, and Doom Eternal all run incredible.

Only guess is the 4 GB of RAM on the 580.

Word on Reddit is that this games engine, APEX, from Avalanche is tailor made for Nvidia and alot of AMD people have issues.

Yeah so after some serious messing around and seeing whats what. I reinstalled the AMD Drivers WITHOUT all of the Radeon Bloatware that AMD STUPIDLY packages with there driver sets.

Solid 60 FPS even with high action/explosions on screen AND this time I have Vsync on so its a solid 60 FPS without miserable screen tearing.

Sad thing is that this game just isnt very good. The tone is weird, the world is empty, the story is short but the combat is great.

Dump your AMD Drivers, install just the driver and none of the bloatware and that should solve it. I say "SHOULD" but after a year of trying this did work.
Nearly 5 years later with 14,7k cpu and a 4090ti and the game still has micro stutters.

So insanely bad optimized
I know, 5 years late but: Try updating your drivers, all of them, empty some of the SSD space aswell. I have no idea how good a RX 580 for being a GPU but that looks like awfully little VRam honestly. Maybe improve your pc cooling if your CPU gets too hot, this too can affect performance.
If you want the real answer it is your cpu. I assume its not overheating. The single thread performance is about as good as a 12 year old Haswell line intel. You also only have 6 cores. This game is surprisingly cpu dependent.

Your best bet is to either reduce the resolution or use more aggressive upscaling. You could also reduce the shadow and lighting quality. Level of detail settings as well may reduce cpu draw calls. I cant really remember what settings are in this game but the idea is to reduce cpu overhead, which is causing a bottleneck. You could also use a utility like msi afterburner or something to check gpu utilization while playing. If that's below 95% or so most of the time, you know you are cpu limited. Also, make sure you set your not using a power save setting in windows or something, you want your cpu fully powered.

That's my opinion, best luck.
