All enemies dead - bug?

Hi all, just bought the game and started playing (normal difficulty)

At the very start of tutorial there were a couple of enemies, but then I encountered none until the end of it, even though the game encouraged me to use stuff like wingsticks, overdrive, grenades... there were only corpses of bad guys though.
Then I got into open world and all (presumable) punk enemies at the first roadblock were already dead, nothing to shoot at. Went to the first Ark and same, just corpses of raiders.
I literally spent a couple of hours with nothing to shoot at.
Is it a bug or I'm missing something (like this is normal behaviour and enemies will be somewhere later)? I didnt enable any cheats.

sounds like a bug to me, I never had that issue

Definitely not suppose to be that way.

Yep, was a bug - had to start over 2 times before enemies were in place.

The longer I play the more bugs I come across. There should not be this many bugs in the game. They have time to code DLC but not fix the bugs.

I don't know why it's that way, but I wish it weren't. I see a very similar situation with Gears 5.

ohhhhh ok so it is a bug lmao. i just started and the enemies during the raid were dropping in dead and when i got tot the road block again everyone dead same for when i got to my first ark... all dead xD. i thought so special was happening in game lol.
