Specs:

Run as admin.
Try to reinstall it.
Clean your laptop from dust.
Close other programs which might ne demanding.
Upgrade your RAM.
I'm sorry, you try to run it on a toaster. You can't play Rage2 on a toaster.
That's what people usually say when they think they aren't enough, or aren't totally sure, and people will call them on it.
But it's actually important that you say. There are some fixes for people with specific low-end hardware.
So, just say what you specs are or there is no help to be given.
Have you ensured the game isn't using your integrated GPU? That's probably what is happening. Make sure you've disabled your integrated, or forced the use of your 960M. Also make doubly sure your GPU drivers are totally up to date, if they are too old the game wont launch.
edit: How much dedicated VRAM is on that GPU? The min supported is 3GB, it may not run on lower. The 960m either has 2GB, or 4GB.
On steam, click help -> System information. Scroll down to the 'video card section', then find the "Primary VRAM" line. That will tell you the amount of VRAM you have.
The min spec nvidia GPU is a 780 GTX, which is actualy pretty powerful. It's overall power is almost 3x more than the 960M. So, even if it has enough VRAM, it may run terribly. Still, try the above suggestions.
(FYI, your GPU is very close to a 750ti, if you were to compare it to a desktop GPU)
TL;DR: your GPU is very under the min spec for this game.
People just wont help until you say what they are, it's just the way it is unfortunately. How could they if they don't know what your hardware is? Remember there may be specific hardware fixes that you wont know unless people know what you have, it's not just about hitting the min spec.
If you don't know how to check what they are, it's all in steams system information. If you don't know what's relevant, just right click in the box and copy/paste all the text here.

My point illustrated. If you have a dual core, this is will help, but not at all if you don't (you would be under min spec if this helps as well). Wouldn't know to offer this fix unless your specs were known (normally), and others exist for other hardware.

Well, not necessarily me but others may know. Anway:
Your CPU shouldn't be stopping it from working, even though it is under min spec. It will slow things down from time to time, and maybe limit your performance below 60fps constantly (if that matters to you)
Can't tell with the GPU, because you don't know which one it is. 960 2GB wont run the game, but I don't know if you have it or not. There are also other questions about the GPU and it's environment, all of that is in the Steam system information. Best thing for you to do is copy the "system information" from steams help menu and post it here, there is nothing identifiable in it at all. If you dont want to post it all, just post the "Video Card" section as it's the most important.
And it's a laptop, right?
