You can find a bit of ammo for the car out in the world, but if you want to get a lot of ammo you have to go to a town and buy it.

There's a trader Garcia driving around in his cab all the time....you can't miss, it spawns everywhere)

You can find it while exploring, but in towns you have traders who sell them, you dont do convoys all day, so it makes sense being rare while exploring, in wellspring you have a trader outside the city gates, he will sell it to you, he is in a garage

I know Gunbarrel, Wellspring and Oasis have traders just outside. Gunbarrel's is opposite the main entrance, Wellspring's is to your left as you leave its entrance, and Oasis' is on the right. Presumably the other towns do as well but I never looked for them.
