As for the shooting range... Yes, the game should have one. They mentioned having problems with coding it directly in the space rig, but I don't see any reason why they couldn't load you into a quick test area. If modders can do it, the devs should be able to as well.
Devs have also mentioned how they would prefer the average player to test their new builds in an actual mission instead of an isolated environment. If someone does really want a controlled environment, then they can just use the mod. Using a mod also allows for even more customization beyond official content like simulating custom difficulties or enemies.
