The in game ping tool removes the language barrier and means a mic is not required. Obviously if you play world of warcraft and raid you need a microphone, but saying that this game needs one is ignoring a core part of the appeal to some people, which is quick and intuitive voiceless communication.
Some of the best lobbies of DRG I've ever had were completed without anyone saying a word in either voice OR text chat, because we all knew what we were doing, used the ping tool correctly and anticipated each others needs. Conversely some of the most annoying standout moments are ones where there's a single guy using the microphone and they designate themselves the team leader or just never shut up.
So yeah, saying everyone should use it is pretty stupid. Don't even be surprised if you get muted for overusing it, because some people enjoy working in peace and quiet and are capable of doing so in a multiplayer environment specifically because this game provides better tools than a microphone.
Ignoring the fact that "Not everyone can afford one" is actually a very real excuse, not just laziness, and that some people literally can't use them because of physical or mental disability, there's an even bigger reason why not everyone wants to use voice chat - They don't want to.
This isn't CS:GO or Call of Duty PvP mode where your team has to be hyper-coordinated and constantly screaming at each other in order to play the game properly. It's a PvE co-op shooter that, honestly speaking, is super easy compared to most other co-op shooters. Unless you're on Haz 5 or you just suck at the game, you can do pretty much any mission with relative ease without a single player using voice chat - Hell, without anyone even using any kind of chat.
Do you really want everyone to use voice chat? I'm actually thankful that so few people use VC in this game, it's one of it's main draws for me. Voice chat is often a plague for a lot of co-op games, especially shooters. It usually results in an auditory sea of 12 year olds screaming racial slurs and middle-aged men being creepy towards anyone who's voice sounds even remotely like a girl's. God forbid we fill this game with mic-spammers who just blare ear r*pe audio 24/7.
Yeah, I get it, you can just mute, but I'd rather not have to mute someone (or everyone) every time I join a game, or worse, feel like I have to just turn voice chat volume off entirely, which just completely defeats the purpose of even having VC to begin with.
There's lots of personal reasons that people don't use mics or voice chat besides just how much it costs. Calling them "lazy" and "sad" for not wanting to use voice chat isn't exactly a good incentive for those people to start using one either. God forbid they join a game where you're in it, and you start finding other nit-picky reasons to attack and pester them.
