Ie. On a 60hz display it will drop to 30 if it can't maintain 60.
138 of 144 is a weird number though yes, no clue.
This reminds me of the really awful vsync implementation in UE3, where it would always lock to 62fps, no matter your monitor Hz, and you had to go into some .ini files and change the fps numbers to your monitor Hz. I seriously hope that's not what's happening here, that would be incredibly annoying, knowing that this broken system is still broken.
There's a reason for this and it has to do with frame pacing inconsistencies and how VRR works. Lots of details on this over at Blurbusters, or Battle(non)sense on Youtube, too much to go into here, but it is intended behavior. If you don't like it disable ultra low latency.
Just commenting for the sake of other readers or people finding this via Google, I'm sure the OP has long since moved on.
You probably had ultra low latency enabled and resetting your drivers returned it to its default setting of off.
Ah, wasn't aware DRG had Reflex at this time, but yeah, Reflex targets the same frame rates.
