To uninstall Mods, you have to unsubscribe from where you subscribed to them, only then will they allow you to remove the mod files. F.e. If you Subscribed to X mod on mod.io (the ingame handler), then you must find X mod on the mod.io page, and reclick "Subscribe" until it turns orange (blue = Subscribed; orange = Unsubbed for mod.io), I'm not sure if Steam Workshop Support is available but it should be even easier to just click "Unsubscribe". The mods that are stored locally, won't be cleared until you actually uninstall DRG (because they're stored on your computer, not the internet at that point) or find the appropriate data folder and clear it on your PC.

i had this happen to me a few days ago. mods were marked as not subscribed but would still install every time. i just clicked subscribe - then unsubscribe and it fixed it.
