Cycle Overload is good too, lot's of people like that.
Can't really go wrong with Cleans, although they're not very exciting; never tried Stunner yet personally.
Outside of overclocks you will need the following modifications;
T2.2 Loaded Shells and T4.2 Bigger Pellets.
Because shotguns in this game have their damage dependend on Damage*Pellets, every +1 will be multiplied by the other vallue. So this will bring the shotguns damage to 8*10=80 damage per shot.
For more suggestions, i would need to know what overclocks you have.
Since the only builds I was ever happy with are unbalanced you need to customise your secondary... either for synergy with primary or to cover for it's weaknesses (so I have a close-ranged build I would choose Shard Diffractor with single target build, or when I am using magnetic pellets I need an AoE weapon).
Aim for the weakspots. Not only can you do huge damage you also often have slow-firing builds that punish misses harshly.
Turret whip is actually pretty great but the fact that it consumes turret ammo irks me. Learn to be precise with it. The best occasion to use it is either when turret is aiming at something bigger or at a group (so you avoid it "looking" away and wasting the shot). It does solid damage but it shines against groups of small to medium enemies. The lack of control over the turret makes it a poor choice for sniping.
Also do remember that turret whip works with a) all your turrets and b) all Engineer turrets in general. Multiple Engineer banging on their turrets with two or all three OCs that interact with turrets is quite a sight.
That being said it's my least favorite Engineer weapon. I can see it's good but it just doesn't fit me.
Jokes aside. I started out with taking all the damage improving mods. Later started tweaking it based on what i was missing in the games i played.
Decreased shot spread is great to get some more range accuracy for example.
why i feel this way. The warthog is a close range weapon. it lacks the range and accuracy of the other two choices. it lacks ammo and taking mini shells just lowers its damage. Also it lacks elemental damage. While electricity at least to me feels like it was nerfed its still better than no extra damage at all. Just over all in comparison to the other 2 smg and rifle it just doesn't do a good job if you ask me.
I don't think the stats do, but I've heard people mention things that make me think various overclocks somehow make turret whip better, by adding electric arcs or other special effects.
Given that you can't manually target the turrets, except for kind of with Defender, but I find it super clunky, I haven't found much use for Turret Whip in it's basic state.
Those are Stubby OC's actually.
