The meme comes from the Driller's C4 having an extremely high likelihood for friendly fire. Most of the time it's accidental, like a Scout runs in to shoot at close range just as a Driller chucks out a C4 and gets blown up, but it's also a great pranking tool. I wouldn't call it a griefing tool as DRG doesn't really penalise getting downed as rezzing is easy and fast and any health loss is easily fixed with red sugar or a resupply pod and most Drillers only do it at times when it doesn't affect mission success like at the droppod when nearly everyone's inside or in my original post's example, during the easiest escape phase in the game.
And again, it's not griefing. It's a one-off prank. I'm not repeatedly being a jerk to the same player to pressure them into quitting. I'm downing a person in a funny way, then immediately rezzing them in a game where rezzing has barely any risk or consequence and not doing it again for the rest of a game.
