Oh, that's the difference. I'll have to look again but I think the mods I have are only approved or whatever the qualifications are for it not to create a new save.
Approved: Can only use in modded lobbies, or if hosting; with other players who have or download the same mods from you. You can't join normal unmodded lobbies with Approved mods activated.
Sandbox: Same as Approved but you have to make a new copy of your save for separate progression.
That makes sense. All the mods I've tried it with are just verified since they are mostly sound replacements and a few visual gags.
Wish there was a way to have a private lobby that would apply those mods to the lobby but oh well.
