Are there no more sales for older DLC`s?
Before the Scullcrasher pack got released there were sales for all the DLC`s exept for the last one, but now they are all fullprice. I wanted to buy my friend an Order of the deep pack for his birthday after the price tag would have been reduced, but it wasnt. I am wondering if this is a permanent decision from the developers?

Order of the Deep is relatively newer. It came out in the last Season Update. Only Skullcrusher is newer. Not sure if it's ever been on sale, but sales happen from time to time..... just keep your eyes peeled. Steam sales are designed so that you check on a regular basis, because Steam wants you seeing whats offered as much as possible to tempt you with their rotating frontpage of new offers.

Yeah, some stuff goes on sale forever, but those are games that are typically done being developed and are getting no future support.

The Spring Sale should be the next big one right?

I don't remember any DLCs being permanently on sale ever. They're just regularly on sale whenever the game is (which is fairly frequently as far as Steam games go).

Go to Isthereanydeal and look at the price history for the DLC. They're very often on sale (roughly half the time), but definitely not permanently.
