It's the European version of the ESRB?
I don't know
In what context? Where did you see the word "PEGI?"
PEGI, short for Pan-European Game Information, is a European video game content rating system established to help European consumers make informed decisions when buying video games or apps through the use of age recommendations and content descriptors.

Took me about 15 seconds to google.

It's those ones that don't do the nonstick surface stuff because they say it's toxic if you eat it.
pegi age limits mate
Pegi was an old wives tail about a pirate who went rogue and.. well, his name should give you a clue as to how he was caught. He always said “there’s more to life than a peg leg just holding me up.. I feel there’s a tight spot for this to fit, it would almost be perfect.”

(Roughly translated from Argghmatey to English)
Deep thoughts...with Jack Handey...when the portion of the population of parents are video gamers themselves...would these organizations even be needed...since the parents...being gamers...would already know which games are appropriate for their children?

That implies that every parent knows the general maturity level of every game.

I know you have seen the Steam store page for a game before...but have you ever actually looked at it?

That implies that every parent exclusively buys games for their children through Steam.
