There are also choices in said upgrade options for more shields and additional HP.
None of them are very large though, so I wouldn't expect it to be a life changing difference.
The reason why it seems like others can take ''30 hits' while you go down fast, is because of shield regeneration. If you let your shield regenerate between hits, you can mitigate lots of damage, since shield recharged endlessly unlike heath that has a finite amount.
But no, your not being one shot (Only the giant enemies can accomplish that) and other players are not tanking 30 hits, its just avoiding damage.
2) There are some damage reduction perks and upgrades (armor upgrades, perks).
3) If your shield is damaged or down, focus on avoiding damage for a little while so you can start regenerating it (also affected by armor upgrades).
4) Try avoiding damage as much as possible. All health, shield, and dmg reduction upgrades help but preventing damage by kiting and killing everything is the way to go.
Shields are a small, rechargeable health buffer. They won't protect you for long against enemies at Haz 4+, or beyond a single hit from many enemies. When you lose them, you should consider switching to a more evasive playstyle until they recharge. Big hits will go against non-regenerating health, and chip damage will keep them from recharging and keep you vulnerable.
When you see veteran players surviving, they have learned how to manage their health pool and stay out of the danger zone. They also do a better job of prioritizing threats, prioritizing things like acid spitters & slashers which can be lethal.

If you are getting overrun, GET OUT OF DODGE!
Regroup, let your shield recharge and control your fight.
Macteras blasting you, get cover and reengage on your terms.
Little pink/green sausages swarming you, run and drop AOE
Control the engagement, dont let it control you.
