The flamethrower wants 2 things: Flame range, and any buffs to its sticky flames. Have high stats in both, and you can just tap-fire and shake your mouse around and create a burning field that kills everything that walks through it.
Face-Melter decreases both those traits, which is really bad for the weapon. The only real upside is that you can play like a M1+W Pyro noob and melt most smaller enemies. If you ask me, it teaches a bad habit of not using your sticky flames.
I'll say this much, though, it's really good on Haz 4 and below. Also really good on Solo where enemies have like 1/2 of the health that they'd have in a full lobby. Because at that difficulty, "optimal" builds don't really matter.
But, if we're talking maximum efficiency (ratio of ammo:kills), then Fuel Stream Diffuser or Sticky Fuel are the best Overclocks, and you shouldn't be taking Face Melter if you want to consistently win on Haz 5 with 4 players. Unless you're confident that you're so good that it doesn't matter.
tl;dr Do whatever is fun, that's the #1 rule. But is Face Melter good? no, not really.
Sticky Flames is the way to go imo. Just bring a subweapon good at killing macteras.
I don't usually play flamer, but when I do it's a build aimed at setting things on fire asap (22221) and then either finishing with wavecooker (temperature shock build) or sabata (volatile bullets build). I use sticky additive OC, but you could use lighter tanks or compact feed valves as well. It's a bit of a hybrid sticky flame as you still get the slowdown and extra heat from sticky flames, but you're not just mindlessly shooting the walls to create ring of fire 99% of the time like with a pure sticky flame build.
*Laugh in heat radiance*
I would prefer literally every other flamethrower OC over Facemelter; even contentious ones like Fuel Stream Diffuser and Sticky Additive.
That being said, I feel it doesn't keep up -- in comparison, I'm a much bigger fan of Ice Storm for the Cryo, as it does the same general idea but with more ammo, a larger 'magazine', and the huge benefit of Cold Radiance.
