Edit: well honestly if I remember right it really is just a reversed animation
Those.
They were originally planned to extend out on mechanical arms and press against the sides of the entrance tunnel; and then haul to the Drop Pod back up.
This was never actually implemented for several reasons:
A. It's a lot of work for something hardly anyone will ever see.
B. Cave generation got more complex/larger, and the ceiling isn't always gonna be close enough.
C. It's just a video game, so who cares? "Dwarven space magic" serves just as well lol.
They are, yes; they can be both!
Those tracks move at such incredible speeds that the pod launches so fast out of Hoxxes that it makes its way back to the space rig without the need to use a thruster at all.
That's just how it gets to the surface, once it's there it manoeuvres itself by drilling a curved tunnel sideways until the thruster is facing downwards, then it launches at an angle. The claws on the side help to push it along in the drilling direction.
