I don't think it's a very smart move from them to stop working on updates in order to develop another game. DRG is a goose that lays golden eggs.
In short, it's a different game in the same franchise.

Eventually a game's codebase will no longer be able to support efficient content additions; this late into development you have so much tech debt built up around everything - especially if you weren't planning for long-term development from the start - that making changes or adding content just takes so long that it stops being worth it.
Then there's also the consideration that the gameplay loop can only handle so much. There's only so many missions they can add without reaching for a bunch of new mechanics just to support the mission. There's only so many weapons they can add before they run out of niches to fill. There's only so many enemies to add before new ones start to feel like copies.
End of support for games is expected. Frankly, the fact that this one lasted several years after early access was over is highly unusual. Most non-AAA games don't see continuous support for anywhere near that long, or are else stuck in early access hell until they're abandoned.
I'm sure the devs would love to continue printing money with this game, but the reality is that it's not sustainable anymore, in terms of content saturation, passion, and return on investment. No game can grow forever.
7 years is a pretty darn good lifespan for a video game though - most games don't last that long.
