What's the difference between Shout Framework and Shout Board?
I've been trying to figure this out for a while, but the answer seems kind of unclear. What's the real difference between the two (apart from one is approved and the other is verified)? I noticed Shout Board is approved yet Framework lets you repeat any specific line, while Board only lets you play a voiceline of a category but not a specific line. Unless there's something I'm missing.

Also, if I'm host and I have either, can other players hear me or do they need the mod(s) installed themselves?

I do know that Shout Framework binds can be heard by everyone regardless if you are a host or client.
So start spamming those Smart Stout insights mid missions.

As for the technical part, I'm gonna leave that for others to explain.

You sure? Doesn't feel like it lol. But I don't know why Framework is verified and Board is approved.

I tested with a friend by spamming voicelines the whole mission, yes, they can hear it.

Most people wouldn't react because either they have no idea what the hell just happened, or just don't bat an eye to it since people are used to dwarves just talking all the time in the mines and it just felt natural.
(Apparently I was wrong about this part, mod technicality isn't my thing so good to learn something new.)

I took notice of it since I played way too much of this game and know that the voicelines are very out of place in the situation, so I started hunting down what allows you do this, and I found out that Shout Framework is responsible.

My understanding is that the Verified one only let's you spam Dwarf voicelines, while the Approved one let's you spam any voiceline.

I don't use either though, so that's just an assumption.

I believe I heard on a Dev stream somewhere that the Verified one plays lines that can only be heard by others that have that mod, while the Approved one doesn't have that limitation.

Regardless of the exact specifications, I can say that the Verified version is designed to be much more limited and less spammable, since people were abusing it to pester people constantly. The Approved one doesn't have those limits, but will obviously mark your lobby as modded and other generic traits of Approved mods.

That would make a lot of sense, because my friends also have it.

I guess we can find out who uses Shout Framework's extra features if they respond with a random line when you use a sound bind.

I'm not sure of shout board but shout framework allows you to use voice lines in any lobby (verified mods work in any lobby including non-modded) but other players that don't have shout framework installed will only hear a random line from the group that your bind is from. Players that do have it installed can hear specific lines from the group that you can choose for your bind.
Framework was recently updated so that it only works if the host has it installed and enabled. And from what I've read in the comments Shout Board is broken.

shout framework's primary purpose is to allow the usage of other mods that change existing voicelines, such as the google translate mods and that really cringeworthy greedy texan mod. you can use it to play voicelines but only you can hear them. shoutboard is as it sounds a soundboard for the various shouts(voicelines) in the game

a bunch of babies started crying about "voiceline spam" in a game where there's already a hundred lines of dialogue playing every minute and a ritual out of spam-pinging random objects so shoutboard got demoted to approved

isn't it great that the modding category system is so arbitrary that people can just generate enough outcry to get a mod demoted because they don't personally like it? i bet it won't be long until that stalker visibility mod gets demoted too

they should both be deleted. annoying mods.

Big difference there being that you can always kill/destroy/deposit what's being pinged to make it stop. Only way to stop someone from spamming voicelines directly is to kick them, or just straight up leave the game if you aren't the host.

while it would be somewhat fun and sad i honestly doubt it - theres more of people that complain about how stalker is hard to see with their graphics settings than those who call it a noob mod

also i kinda dont know if the update for the shoutboard that added the ability to play voicelines as MC was before or after approved change i'd say its better if it stays approved just because of that.

I just want to remind everyone that I wasn't intending to start any drama, I was just asking a basic question that needed an answer or two. A lot of you have been helpful, and I appreciate that. But I also don't like seeing people fight on here, so I'm asking that everyone please try to be civil at the end of the day, because there's a few people taking it maybe a little too far. I know SF and SB are controversial, but there's also genuine use cases for them and I was trying to figure out what works best and what doesn't, which is more compatible, who can hear who, etc.

shoutboard has no cooldown on voiceline using, it allows you to play voicelines as mission control (big message that shows up on your screen when mc talks? yea you can make him announce fake waves or just spam the mactera beer fart sound effect and everybody in the cave will hear it)

shoutframework is verified and it requires for the host to have shoutframework installed too with it being enabled in the settings on his side. it has a cooldown between voicelines and no mc talk option

"character volume: %0"
you no longer have a problem
extremely easy to figure out
