It's improvement since it gives more ways to use it than always relying on Gemini Turrets by allowing you to also electrify platforms in case you either don't wanna deal with double turret or don't have time to set it up in a hurry.
Strong? I don't really think so unless you really commit with the amount of platform you put everywhere. Which in a real situation, you're not exactly doing that half the time outside of Salvage Op or minehead missions, which Engineer is naturally obscenely strong in.
Even if it does need to be nerfed, something tells me that changing the slowdown strength would kill the overclock's power. Might need a different approach.
tbh if you want to use plataforms in combat just use that shard difractor overclock
never mind the fact you have to take repellent off to use it properly, which is extremely damning
