And check your CPUs average clocks when this is happening.
I feel like some kind of environments and situations stress it much more than others... so far the worst have been escorts (I simply can't stay any close to the dozer) and very detailed/lighted up biomes. But it's very much random... I completed a sandblasted mission right now and the cpu was fine despite the sandstorms...
I've seen it as low as 18-25% during some phases of gameplay, sometimes for more than half mission, which is also a bit strange if you ask me..
Then your CPU is too weak. That is it. Game requires a lot of CPU grunt.
And before you slap back with the CPU is good. No it is not obviously. It is a thermal and power limited mobile processor. There are 0 issues on many desktop computers with on paper "weaker" cpus than yours.
Try a particle reduction mod, or swapping DX versions; if I recall DX11 handles some of the new effects differently.
Because your compurt and the game are both in an always changing state.
Hardware can suffer from dust building up or from heat going up. A game is always in constant need of optimisation when it gets changed in any way.
Your software can also start getting bloated by all kind of stuff that will slow it down.
