Every 3 red levels gives you 1 blue rank.
There's no limits to the blue level.
Edit: in theory that is. You can continue leveling said character after that and repeat the promotion as many times as you wish, but it only raises your blue level.

Your math is a little off; it takes about 100 blue levels to promote each class to each promotion grade's tier 3, so 100 x 6 grades (bronze, silver, gold, platinum, diamond and legendary) = 600 blue levels minimum to get all classes to Legendary III
Is it? I pointed out max promotions is 18, which indicates *per class*.
475 x 4 = 1900. Divide by 3 and you get 633.33, so let's say 634. So no, not 600 blue levels minimum, but 634.
Don't forget that you also get one blue wedge whenever you promote your dwarves. 25 wedges (per promotion run) x 4 classes x 3 tiers x 6 grades = 1800 wedges. Divide by 3 to get 600 Blue levels.
Not sure what you mean by that? Your first promotion is still your first promotion to Bronze I.
I'm currently at level 115 and did my fourth Bronze III promotion at level 100 about a week ago; I've literally done it in game.
I mean that there are 18 promotions, but also the levels up to the first promotion. You're not taking into account the blue levels from approaching the first promotion.
Or, if you want to take it the other way around, you still get the full 25 levels after ruby 3, not just ticking over to ruby 3 and being done with it.
So 18 promotions of 25 levels, plus 25 levels leading up to first promotion or after last promotion, means 475 red levels per character. Times 4, divided by 3, 634 blue levels.
Putting it that way I get what you mean now; getting back up to class level 25 after reaching Legendary III for all dwarves.
