People don’t always talk, but that’s because most of the communication can be done via pinging with the laser pointer, as well as with the “salute” key.
In general, I'd say making friends is a risky and ill-advised behaviour. ;)
DRG's in-game community is a breath of fresh air, even if people don't say anything most of the time.
I'm in the same boat. I abandoned online altogether, played mostly singleplayer and story games. But I miss the old times and sharing fun with friends.
I'm trying to find a new game that's a blast to play AND has potential for friendships.

To answer OP: In my experience, no. I'm almost 700 hours in, and I've seen almost nothing but non-talkers and Driller trolls. I've played maybe 3 or 4 rounds where people where actually used text or voice chat to say more than "r".
