Can't gift DLC skins to friend only have the option to buy it for me.

I've done it many times, it should be a dropdown menu on the DLC when it's in your cart.

If you're trying to gift any of the DLC bundles (dwarven legacy, master edition, deluxe edition) you can't do that. You can only gift individual DLCs.
