Warhammer 40k Retribution has a coop campaign and it has low system reqs at this point in time. I know most RTSes have MP but Retribution (and other DoW2 games) actually have 2 player coop campaign.
Orcs Must Die 2,3, Sanctum 2 are also great for coop.
Also, quite a big drop here but Monster Hunter World. They have monster scaling for 2 players. MH:Rise is also an option.
Synthetik is great too.
Remnant from the Ashes and Remnant 2, solid coop games both.
Only problem with my recommendations is that idk if those games are on Xbox or not. I play only on PC. You will have to check this on your end OP.
Keep in mind the zombie army games have atrocious DLC practices. They don't nickel and dime, they penny and halfpenny.
