DRG is Fromsoft-tier graphics specs and not very demanding and can run high quality on a potato and not miss much. Most likely due to the low/mid-poly style.
I have personally noticed my fps does not drop under 30, as a GT 1030 user.
I haven’t used a steam deck, but if portability is what you need, then I feel like you’d be better off with something like that.
Yeah I'm on a 1080 and the game stays around 130-150 FPS on medium settings and 1080p, so surely a gaming laptop with a 3000 series chip could handle it no probs
Unless you absolutely need the portability, always go for a desktop when it comes to gaming.

- 144 Hz monitor refresh rate.
Game runs at a smooth 120+ FPS (capped). Occasionally dips every now and then during huge swarms and when particles are flying everywhere, but no big deal.
1080p low settings, capped 60 fps most times, drops to 40 with lots of enemies
I'd say you're way more than fine with with 3060
