Not sure if this would be possible as I'm not a programmer, but people have done similar things in other games, like in Garry's mod for example, although it works differently there.
If the above is not possible then an easier alternative would be letting players hold down E on the Jukebox, which would then open a URL text box that we can ctrl + v YouTube links into. This would be a good alternative.
Search YouTube for "Most annoying sounds"
This community doesn't really have toxic people in it though, so I doubt many would abuse it by putting annoying sounds into the jukebox. Just let the host have an option to disallow other people from inserting custom songs if they think people joining them might abuse it.
But tbh I don't see the point.
If you want to listen to music, play that music in the background yourself.
If host custom-music played for clients, the best-case scenario would likely just be that it'd act as an annoyance to everyone else in the lobby. Unless you're playing with friends, but in that case you could just as easily share the music with your friends outside of the game and they could all play that music in the background, individually.
Worst-case scenario, it'd be abused.
I don't think the game needs to implement anything that would make people less inclined to play in public lobbies.
