Launching DRG in "normal mode" will just start the game using whatever Dx level you last picked/is enabled by default.
Safe Mode disables all mods and can help fix certain issues.
Older/weaker CPU? Dx11
No, unless you want to use HDR; then you need Dx12 (and an HDR capable display.)
You need something truly ancient or a laptop that can't cool itself before DX12 is worse.
From my experience when I ran a super screwball setup of a first generation i7-960 and a GTX 1080 DX12 made it so more poor old CPU could fully feed the GPU. With DX11 my CPU had no chance as the overhead for 11 is higher.
Dependent on hardware try both. (Game defaults to 12)
