Macros are just key presses recorded and played back.
Why would I care if someone use a macro in a way that isn't cheating
I use a macro on my mouse to assign a specific button on my mouse to the laser pointer. In this case, the macro is: "If mouse button 7 is pressed, transmit "keypad 5" (as mouse 7 isn't registered by game). Mouse 9 is "Shout" (Kpad 9).

Meh, if dev have something tedious that must be mashed to get through, such as cookie clicker segments, then its deserved.
But a bit of a mechanical struggle is nice every now and then to keep a player on point, e.g try getting a macro to do a variable hacking challenge for example...
If its an extension of ability, say placing objects faster in an RTS game like starcraft2, its up to devs or competitive tournament rules by the host.

When I said competitive, I meant PvP specifically.
Also I don't think VAC will ban you for keyboard input. I've had AHK running for almost a decade now for non-game related tasks (and sometimes game-related too).
When it comes to the marco exploit on the minigun...
I would just call it an unintentional "fuller auto"...
Not to say its a problem, but if if I could toggle minigun firing speed between conserve ammo / dps with little move hindrance, or bullet maelstrom lead storm move speed removal, I would be the happiest of good doggos to use that as a clean overclock.
