I think OP is stuck at a salvage operation. To continue the mission you must repair both Mini Mules by searching their legs, gabbing said legs, bring said legs to the mini mules (smaller green versions of Molly that emits a beeping), press e and build them. Each mini mule requires 3 legs. Then use the big red button on Molly's back. Then approach the uplink (or the satellite) and press E until the bar is complete (said bar will appear once you start building). Stay in the green zone around the satellite for the remaining time (a green bar appears). If the bar goes to zero you lose the mission so be careful). And after that you repeat it with the fuel cells (that you must build like the satellite and connect to the pod using the cable, cable that must be extended to the green circle at the "decimation tower" and don't worry you can make multiple segments). Same thing from before, stay in the green area. Then wait for the "decimation tower" to charge up and go inside when it's ready.
