I don't understand, so the colors are or are not washed out after turning HDR off? Or are you referring to some skewed color gammut?
Like the back-light is darker or the general visual perception of darkness?
Try "Windows HD Color settings"
Maybe you can turn it off or on there.
Does your monitor have any sort of "menu?" Mine has a button on the underside that lets me access a menu with settings to adjust.
EDIT: Specifically I would make sure "Output Dynamic Range" under "Change Resolution" is set to Full.
Still don't know why windows defaults that to limited, when it straight up knows the monitor can take full or not. Baring some mad lad whipping out 1080p VGA.
