We talk about playing offline with internet turned off.
We talk about complex mods and not cheats: Doom mod, molly cosmetices, etc.
You can not cheat "doom mod" even offline.

Mod.io is what allows different players to be separated into categories.
Thus it is required for modding, and since it's an online service; you need to be online to connect to it.
You somehow are confused. I play OFFLINE.
DRG can EZ detect if it is offline: servers not available.
And just don't block mods. EZ.
Modding offline would probably cause issues where the Mod.io is offline for a player while they are playing online. Opening up more ways for cheating and griefing.
It makes sense that Mod.io does not make a seperate ruleset for every single mod that you install from their website. And allow some to be used offline and others online, that would be a nightmare to make in working order.
Also DRG being playable offline and using mods offline is not the same thing. You are getting exactly as the developers have promised. And Third party software has their own ruleset. Hardly a surprise.
You can just deal with the fact that modding in DRG is an online service.

No, you see it in a wrong way, see:
LVL 1 = DRG game
LVL 2 = MOD io
DRG asks MOD IO about state of the mods and gets anwers. An then DRG decides what to do with answers.
when online:
Steamservsers =yes & MOD IO = yes means DRG = yes means Mods work
Exception should be: if DRG can not see steam servers, it ignores and unlocks
Steamservers = no & MOD IO = no means DRG = yes Mods work offline
The reason is everytime you go online mod.io syncs the mod data at game start, thats also why we had that black screen issue once and thus we got the safemode option.
ALso lets not forgot DRG already has a DRM called steam.
