I think you are right, I dont know much about mods, the only thing I want is : to play with people with no mods at all, incluiding those verified mods or whatever.
1) In my opinion, chaning the way thing looks like add lumenecence to itens like fossels and stuff is cheating dosent matter if drgs things its ok and allow it as verified mods.
2) For some reason some of those sound mods crashs my server when players with those mods starts to spaw voices and stuff.
Its stupid that we dont have a option to disable it, even if require me to change ini files I dont care, we need this option.
You don't need an option to disable it because it doesn't affect you at all. You're still not understanding how the mod system works despite several people explaining it.
If you have verified mods, cosmetic only, you can join any lobby. These are client side only. They cannot affect the host at all. It is impossible for a verified mod on someone else's game to cause your game to crash.
Approved mods are only what the host has installed and enabled. The system does not allow a client to enable A, B, & C when the host only has C. If the host has X, Y, & Z then the client will as well. It's the same for sandbox mods. A client with an enabled sandbox mod can't join a host without the host having it enabled.
There is absolutely no reason for there to be an ingame setting to prevent players from joining you with mods. The verified mods they may join with do not affect the host and they can't join with any other approval category.
GSG provided criteria for verified mods and that's what I and the other mod.io moderators comply with. The developers of the game are saying verified mods are acceptable for all levels of progression.

Actually, I guess you might be able to, because there's a decent chance I'll be whining about him if the mods aren't on. But not having me whining is a bonus for everyone else, so you should want me to enable them so I shut up.

If your game is crashing it's for some other reason, client side mods can't affect you by definition; they are local to the other users computer and do not interact with you in any way.
The devs have decided that any mods they deem Verified are as good as vanilla; they are the arbiters of what is considered cheating or not in their game.
You'll have to accept that or move on.
Its probably the best if you move on, prefered to sp only games.
For what it's worth, supposedly the devs will add a blocklist feature soon, but as of now there is nothing you can do to prevent hackers from joining your public games OP. Most you can do is kick them once you see them.

People: Repeatedly explain how mods work, that there is a chance OP has them on, and that UI/cosmetic mods other people have can in no way impact the host - therefore problems lies in something else on host's side.

This is the modern equivalent of the old-time mother that would have viruses on the family PC due to their lack of knowledge and blaming it on their son for playing minesweeper which was clearly the cause of viruses.

I think this entire case is just an issue of language barrier tbh. OP is from Brazil and it feels like they're not fully understanding what's being said here. Or they're just REALLY bothered by the idea of me rocking out to DOOM music while I play in non-modded lobbies.
