In actual gameplay scenario - no , not really
just need to get a little more familiar with the gunner. Choose the right weapon mods and pay attention to your surroundings.
His grenades can be very handy for addressing his mobility indirectly as well. Toss a cluster grenade at a group you don't have time to slow down and annihilate with primary. Sticky grenades are wonderful for praetorians. Stick them and they'll usually stop their spewing and turn around to show you their weak spot without any maneuvering on your part. The explosion is almost a bonus and you get more stickies than other types so you can use them liberally. Incendiary grenades can do some zoning for you too.
Mobility isn't Gunner's strong suit but if you use all of his kit, it's not as much of a handicap as it may appear at first.
Gunner is the best.
Make use of his shield. it’s borderline overpowered, but it’s fair enough since it makes up for his lack of mobility - he can hold a position instead of evading.
and hazard level.
When you think gunner you think, "OH YEAH BIG DAKKA DAKKA DPS FOR DAYS!" which he can do but, much like using a semi truck as a commuter car, sure it works but is better served hauling trailers.
The gunner is very good at being a support class, espeically with the AC. Nerotoxin AC pretty much breaks the game with the highest amount of total damage that can be put out over time because of the DoT provided from the toxin. Combo this with the AC ability to fear and rip armor off like its tissue paper, the gunner excells at keeping a horde at arms length and slowing them down for everyone else.
Gunner also is super useful in terms of playing the medic as shield reviving can come in super clutch.
Also because pretty much all of the gunners weapons have some sort of explosive ability they are great for shooting down red sugar from the ceiling or out of reach for yourself or everyone else.
The only true bad thing about the gunner are his grenades, he has with out question the worst grenades in the game. Mini grenade is just not enough damage and to wonky to use effectively, sticky grenades are very lack luster in their damage, and fire grenades give you to little damage and are to easy to have them just avoid. Personally i would rather just forego the grenades completely in favor of carrying an ammo bag that just gives me another magazine for each of my weapons.
Your main job is throwing shields at people BEFORE they die, not wasting them on res (team mate on a sliver of health is only marginally better than no teammate). Ziplines are handy for many things but you may as well forget about them in a balanced team.
