Damage is usually better for this build since you'll be using it on the tougher targets.
Mag shafts trifork pairs well with electrocuting focus shots, and any other scout weapon that can proc shock effects on one target.
Basically, imagine that your total ammo is divided by three. You never end up with just one or two left in the mag because you can't pick up trifork bolts.
Not really, reload speed is usually better.

Pair it up with a drak with the electric mod. I like to use my high sustain Drak that I shared with you a hike back.

as mentioned above magnetic shafts is a huge help with hitting targets so IFGs or taser bolts help out a ton with it or take electric mod drak/electrical focus shots if you'd rather other grenades/bolt types
personally I always take damage over ammo as trifork does have a small damage penalty which I prefer to counter over having extra shots since triforks best use is crazy burst damage
I don't recall ever having an undivided amount of remaining ammo but considering things like sludge pump charge shots when under the required among my guess is if you somehow ended up with 1-2 bolts loaded you'd still end up shooting 3 but thats mostly a guess
