Steam verison uses steam api and PS4/PS5 uses Sony api.
And I doubt we will see a change.
1. Peering. DRG uses Steam Datagram Relay on Steam to bridge all peers in case the peer to peer host is behind a CGNAT (no dedicated IPv4 address) or has improperly forwarded ports. On Microsoft and XBox, that'd be XBox Live, on Playstation, that'd be PSN. Crosspeering is not possible, those systems are incompatible with each other.
To make it compatible, Ghost Ship Games would have to provide TURN relays on their own and use account bridges that allow peer/player identification in an independent manner.
This incurs a larger recurring cost, even if the brunt of the processing power required is not on those servers, but the players hosting on their own. The traffic costs alone would make that infeasible for a small studio such as GSG.
You can thank those intellectuals in the 80s that back then thought there won't be more than 4.2 billion humans each using a computer on earth.
2. Opportunity costs and customer loyalty. Crossplay in this manner would be something which definitely will require Microsoft's approval on XBox and Windows Store and Sony's approval on Playstation. And that is unlikely to happen due to the opportunity costs involved (XBox Live Gold and PS Plus respectively). By making you buy their version on their store, they can ensure customer loyalty through peer pressure.
