A better thing to look for is the quality degradation, switch it to performance mode and you'll know it's working if the image is very visibly blurrier. Or monitor your GPU usage and see if it goes down when enabling FSR.
The space rig is a poor place to test settings, it stresses hardware completely differently from the rest of the game.
1070 is doing fine running such game on a slightly lower res than 4k, with max fov, ultra textures and view distance, rest are set to low.
Thats exactly what im saying, i switched to performance mode and literally nothing happens, the FPS stays exactly the same as before, and so does the image quality. Even right now its set to performance mode, hoping it would activate when u join a mission or something, but the quality is as sharp as before.

I think your issue is that your resolution is essentially 4k, so there isn't much higher to go from there; depending on your display's native resolution.
I play on 1080p with everything on Ultra, and I can definitely notice the difference between the different modes.
Well it's definitely not working then. You're not still on Windows 7 or 8 by chance, are you?

this might be it, or atleast it somewhat makes sense. there are no common 21:9 aspect ratio resolutions which ive also recently seen in Apex Legends, im unable to lower the resolution while keeping Full Screen option, on 21:9 ratio, but i got more options if i go 16:9.
edit: apparently FSR doesnt follow standard resolutions, but is based on % of native resolution.
Wierd.
So FSR cannot help me to boost performanse at all.
