Sadly the gun is a weapon which isn't "stupid proof". You need the right perk build for it. It can be a really really bad useless weapon and also one which is outperforming the other two.
I found the following:
- There are 2 mandatory perks you need:
2/2 - Controlled magnetic flow: If you don't pick this, you can only shoot the weapon while it reaches the 1-2-3 leve charge state. So you can deal only 3 level of damage and sadly it will burn your ammo down like hell since charged shot on lvl 3 is using 40 ammo. But most enemies like regular grunts don't need any charged shot. They even die from regular single left clicks. And with this perk you can instantly fire your weapon without even charging it. And it is enough to shoot a grunt, stun it (or them if they are more of them) and let them die from DoT.
3/1 - Concussive shockvawe: Not much to say. It can stun enemies up to preatorians, manaces ect. The weapon is capable to kill a preatorian with 2 shots. By shooting it, it gets stunned for several SECOUNDS, in which duration it takes a damage over time, than shoot it again, DoT again and dead.
If you can allign a shot with enemies behind each other, you can stun an entire vawe of bugs.
Not mandatory but as far i tested, it is the best pick:
5/2 - Dilatad injector system: Strange, but the perk which is increasing the size of the bullet trail which is doing DoT, also increases the damage to a single target. I tested it and shot a single grunt in the geometrical middle. And it took more DoT damage with this perk active than without it.

loki is still pretty bad, it needs +50 ammo base to really be decent
I have no OC's for it but a weapon should not require one to even be remotely viable. As it is the coil gun has all the problems the lok has just significantly worse. 170 damage per shot+ a little overcharge damage sounds good but in practice its performance is soooooooooooooooooooooooooooooooooo far below par it feels like a joke. I also don't notice any additional damage from allowing it to over charge so there's that too.
so to simplify it:
-takes minimum of 5 shots specked out for maximum damage to kill 1 praetorian. That's 200 ammo and also 1/3 of your total pool.
-The amount of ammo you get LOOKS like allot but you only get roughly 12-14 shots. That's not even enough to kill 3 praetorians.
-Overcharge upgrade probably does work but doesn't boost damage enough to be noticed.
-Dots aren't special. While it CAN put a dot on more enemies than the bulldog in theory the stars need to align for it to do so. I also don't see the Dot doing more than the magnum's so there's that too. This combines for weak damage potential output and less Dot damage compared to the magnum set up similarly.
Personal thoughts: If this thing is pushing rounds through solid bedrock for meters at a time it should absolutely one-shot a non-boss bug. Especially with how few shots you get (you would need to tweak everything around that though, I understand that).
sure you can one-shot grunts with it but so can most everything else in the game. Nothing I could do with it improved its performance and the more ammo upgrade, while giving you about 5-6 more shots, drops damage so much that either way you're doing roughly thee same amount.
The gun just does not perform as a base weapon and I feel is pretty much useless in H4 and up from what I've seen. It is not only very weak but just as importantly it doesn't feel satisfying to use.
I also want to say that I love the concept of it and it looks great. Despite it being terrible I want to like it and I want to use it; but until it gets a hefty balance pass everything else does everything it is trying to do better and it will remain beside the lok.
The coil gun is really damn good with the right upgrades, nearly 100 shots each capable of killing a group of grunts is quite powerful. This is the only one of gunner's secondaries that I actually enjoyed using without any OCs.
