High latency/ping with friends in same city, lower latency to friends in other cities/another country!

Caveat: I am playing in China (Shanghai). But I can get pings in the 30s sometimes. I can also connect to a friend who is IN Shanghai and get 400ms+ ping, while I connect to a friend in the south (Shenzhen, a thousand miles away) and have a 60-70ms ping. AND I can connect to a friend in Canada and get about 250ms, HALF the latency as with my friend in SH who is like 10km away. As this is a P2P connection with no server between us, does anyone here have any theories about what's going on? Any insight would be much appreciated.

Somewhat fishy ISP?
Dying hardware?
Sloppy WIFI?
VPN?

Most probably something related to your connections.

I would suspect they are using a vpn and you are not trying to connect to them in the same city because they are bouncing it half way across the planet and getting slower internet speeds on top of that because of it.

To OP, there is a chance that your connection to your Shanghai friend got relayed to Steam server. Try changing Steam Networking settings to attempt a direct P2P connection.

The be fair they have a point, unfortunately chinese internet is like lottery, some have no issue some can do what they want and its always slow and laggy.

Friend of mine who had to work there had to literally move to another part of the city because they couldn’t figure out why the whole street had abysmal internet connection despite using fibre glass.
