How do I rock and stone? I keep trying and it never works.

Usually with passion and definitely before, after, or during the process of getting drunk.

And yeah, default keybind is "V".
You can also press "X", thats kind of a call out during missions. You will shout something loud if you're standing still or call others to follow you if you are moving when you pressed it. And everyone will not only hear that, but also see where you shouted that from, even through walls.
