14 - Second Wind - Pretty darn useless
13 - Dash - The best perk in the game. I only don't use it on scout.
12 - Berzerker - Fun, but ultimately just falls short due to its long cooldown.
11 - Veteran Depositer - One of the more useless perks in the game. Staying within 5m of the mule is often just a deathtrap.
10 - Deep Pockets - Useful for all builds, but first to get the chop if I need room.
9 - Heightened Sense - Just don't get leached (TM). Pretty useless outside of solo play.
8 - See You in Hell - The extra attack damage only applies to normal pickaxe attacks. Pretty darn useless IMO.
7 - Born Ready - Depends on build: either it's useless or essential.
6 - Field Medic - I run it on every build since most games devolve into me playing medic anyways. It's a waste of a slot unless your team likes to die.
5 - Sheild Link - Preventing other from dying in the first place is a valiant effort, but I lack the awareness to use this. Could be very clutch.
4 - Thorns - I run this on everything. It's the hardest working perk in the game, and allows you to focus on larger threats than THAT ANNOYING LITTLE SWARMER THAT'S BEEN BITING YOUR ANKLES FOR THE PAST 5 SECONDS WHILE YOU FIGHT THE SWARM. Essential.
3 - Vampire - On Cryo driller, it's OP. I can regen like 50 health in 1 swarm and a bit of cryo ammo/intelligent freezing. On anything else it's pretty bad, better things to use your slot on.
2 - Beast Master - It's pretty darn good! Would take this over field medic any day, but I play pubs often so...
1 - Iron Will - Wouldn't call this #1, but I take it on my gunner and scout for obvious reasons.
Friendly - I run it on my engi since I tend to hit people with my BC. Situational, but pretty useful.
Hover boots - Noob safety net. Useless.
The rest - Yea, not even worth mentioning.
S Tier (Always good):
Dash, Field Medic, Resupplier
A Tier (Usually provide a lot of support and usefulness):
Iron Will, Berzerker, Beast Master, Shield Link, Second Wind, Sweet Tooth, Born Ready.
B Tier (May have underrated uses):
See you in Hell, Elemental Insulation, Thorns, Vampire, Veteran Depositor, Hover Boots.
C Tier (In a perfect mission, you don't need those, but otherwise they are still okay):
Deep Pockets, Friendly, Strong arm, Unstoppable, Heightened Senses
S+ Tier (You save ammo and time, the most precious ressources, secretely OP):
It's a bug thing.
Note: Iron Will has a lot of potential for a save, but it could technically belong to C Tier. Afterall it requires you to mess up to be useful. Field Medic is obviously useless in solo. Shield Link is a wasted slot in shield disruption. Elemental Insulation could be A tier under the right conditions (eg: a lot of elemental damage inflicting enemies, a lot of elemental hazards). Context matters.
You must be a pretty bad scout if you think you need extra mobility on top of a 30m teleportation skill with a 3s CD. Maybe that's why you think scout is so trash :P
Also S Tier - All the other perks because they're useful to someone and having an opinion doesn't mean a perk is bad lmao

I'd probably throw berserker in there too, except I find its way too easy to accidentally activate it (with a controller anyway) and waste it when you don't need it. If they changed how you activated it (try to power attack while its on cooldown to something else) so you wouldn't just accidentally do it I think that perk would be a lot more viable. That is one of the few complaints I have about the game.
It is similar how everything is activated by X (again on controller), which can get annoying sometimes. For example, the drillers snowball overclock does that big puff when you press X. But guess what ? you are going to waste a ton of ammo every time you aren't exactly right grabbing a zipline or repairing a pipe or reviving a teammate, or picking up an aquarq or everything else pretty much. Reducing button overlap really needs to be considered.

Oddly enough, those are the nearly the same reasons I stopped using HS. If you stick w your team, you don't need it. If your team is so weak that you actually do need it, then well... gl laddie! BTW, I nearly always play w randos.
Bosco has never failed to save me from a leech unless i was on 10% HP.
Bosco failed me a lot - leeches grab through walls, are positioned in warped angles where Bosco can't shoot it.
Can confirm... Bosco fails me like 50% of the time, even at full health. Could be due to my micromanagement (or lack thereof) that is causing this though. He just seems to have to reload at the worst time and just watches my head get devoured after shooting 2 bullets :/
Low cd and multi purpose make it very powerful.
The other active is a bit more free.
Berserker if i think a build lacks punch, like nukes (as they leave you with less power vs smaller packs).
Beastmaster if i don't know what else.
I don't use iron will and only my scout got field medic.
I don't really value shield link that high, just as hoverboots. But hoverboots can work as failsave on scout if you don't use hoverclock or smiliar.
SYIH is meh.
For the rest i got not really a fixed order.
Born ready is really helpful for most builds, to the point where some will struggle if it ever gets removed.
Vampire, cause free health.
Deep pockets to nearly always mine the entire vein.
