Scale brigade Armor color disappeared for engineer.
Did the Scale brigade assignment to completion. Went to go fiddle around with the armor color on engineer briefly to see what it would look like on engineer. Exited wardrobe.
came back to fiddle with armor color/mesh again. But scale brigade color skin for engineer disappeared. The other three classes still have it however. so not sure whats up with that.

The default color for scale brigade is scale brigade. Same with roughneck armors having their default be roughneck.

when you select the scale brigade armor the color is under default

A visual bug. Can happen when you swap from one armor to another with the other armor's skin palette applied. Happened with Roughneck a lot when it first came out. Devs will probably patch it.

The Scale Brigade paint is an option for other armors. The default paint for the Scale Brigade armor is the Scale Brigade paint. You have a non-Scale Brigade armor on in the pic, ergo you can choose the Scale Brigade paint.

When you are NOT wearing the armor you can see the color (like in your screenshot)

When you are wearing the armor the color is under default

Ahh kk, I see whatcha mean now, They could of just had it always available in the paintjobs section though regardless of what armor mesh you're wearing. my bad.

Just did that mission with my friend, we dont have the armor yet but he cant apply the color to his engi default armor, whereas I can. Is that a bug?

Nope! The assignment mission rewards you the whole set bit-by-bit. Like how core hunts give you some cores just for doing the missions, even before completing the assignment. You get the color palette for the armors by doing the missions, and the actual armor/helmet by completing the assignment.

Edit: Misread can't as can. Did you do ALL the missions in the assignment? I could be wrong, but it's possible that it gives out the color palettes to each of the 4 classes randomly. Meaning while you might've gotten the color palette for the Engineer first, your friend could've gotten it for another class.

Oh, I thought the color palette is for all characters? We did two missions and said we unlocked the paintjob. I was able to equip it on scout, he cant on engi. So you are saying we may have only unlocked it on scout? Will it unlock for all classes by the end?

According to the Wiki, you get the paintjobs in this order: Scout - Gunner - Engineer - Driller
