I honestly wouldn't be against it.. Giving us an easier way to test out a bunch of various setups of mods nd OCs.. Especially when they do rebalances nd the such.
though I do agree that would make that section of the ship a lot more lively and fun to go to. I could even see another robot there that would distribute your weapons to you to let you test them out.
hoxxes iv is the 'testing' field, abort the mission when the weapon is tested.

No we can't. For technical reasons.
To make it short, the spacerig and the caves are like two different games and making a testing range would be just like loading in a mission so it's better for now to simply start a mission and test stuff in the field.
