New passive perk slot LOCKED
I cant seem to unlock the new passive perk slot. I have enough perk points but it is still locked

You dont. You need to reach that tier before you can buy perks there. You need to purchase another 4 perks

You can't skip a tier. See how the arrows are lit up on the previous one, but dull on that one?
