Anyway this game is realy awesome, so if you dont buy it because you cant get that DLC then you just miss out alot of fun and restrict yourself, unecessary.
Looks like you will not be joining us planet side.
It's handed out on a case by case basis.
So, it's possible, but not likely that you'd ever get it.

Odd criteria for deciding whether to purchase a game or not though, One cosmetic out of hundreds? Unfortunately in your case, there are several other exclusive cosmetics floating around that were only given out to players that were active during certain events/anniversaries, too, so that might cramp your style.
Like with halloween, you get a few hats, those hats you get next year as well.
And it does not restrict or prevent you from enjoying 100% of the content in the game.
Honestly, it does not matter one bit if someone cheats or edits in virtually limited content like the streamer stuff or the time limited event cosmetics. Not a single bit does it matter. It would not affect you, Ghost Ship, and only the people who care enough to do it will do it. Some people get that itch about missable content, either in regards to completionism or due to the principle of "I would like the FULL product of what I paid for, regardless of where I bought it from, when I bought it, or who I am.", which I can absolutely understand. Pre-order exclusive DLCs, time/"season" limited events, and of course streamer exclusive stuff, it's all so tiresome. So many games do it all the time and it's very understandable to see how people can end up feeling discouraged for missing out.
I'm sympathetic to the idea, though don't confuse me for someone like that, I don't care if I miss out on timed cosmetics. I play Vermintide 2 and I couldn't play that game for a long time due to corrupted files, and I missed out on a lot of time limited cosmetic "portrait frames" in that game. When I finally fixed my issues, you know what I did? I just kept playing as I used to, not concerned with what I missed out on. Regardless, I still understand the people who feel the discouragement from missing out on stuff.
